Please see the below press release which will be released shortly. This relates to 3 firearms incidents which are currently under investigation.
We were made aware of the concern around firearms being discharged on 13th November however this was confirmed as genuine on 14th. Several actions have been carried out swiftly to identify those involved. Two males have been arrested overnight and remain in custody at this time.
Detectives are appealing for witnesses as enquiries continue into linked firearms discharges in Halifax. The Homicide and Major Enquiry Team has made arrests and is continuing investigate three offences in which weapons were discharged outside properties, none of which resulted in anyone being injured Police attended at an address at Bracewell Drive on November 4 and November 13 following reports of shots fired outside the address at about 7pm on both dates. A report was also received of a discharge on Claremont Close at about 6.45pm on November 13. Specialist officers carried out detailed searches at the scenes following all three reports and found evidence of firearms discharges. Two local men aged 36 and 34 have subsequently been arrested on suspicion of firearms offences in connection with all three shootings and remain in police custody.
DI Guy Shackleton of the Homicide and Major Enquiry Team, said: “We are continuing to investigate these offences which we are treating as linked, and I am appealing for anyone who witnessed these incidents or who has information to comer forwards.
“All reports of firearms crime are treated very seriously indeed by West Yorkshire Police and I can promise residents that a full investigation is ongoing into these firearms discharges.
“Anyone who can assist our enquiries is asked to contact HMET on 101 referencing crime number 13220628097.
“Information can also be given in complete anonymity to the independent Crimestoppers charity on 0800 555 111.”
Tensions are assessed as LOW and a CIA has been completed.
We will be increasing reassurance patrols in the area with force resources supporting local officers over the next few days.

Money Counts training sessions – Anti-Poverty Partnership
The ‘Money Counts’ training courseis a single 1hr session designed to help frontline workers and volunteers and elected members to best use Calderdale’s ‘Worrying About Money?’ leaflet (attached) when supporting people who are struggling with money worries or financial crisis. The sessions help people to gain confidence in having initial conversations with people about their money concerns.
Learning objectives include:
- to identify someone who might have money worries
- to know which financial advice and support options are available locally and nationally
- to feel confident to support customers to access advice and support services
- to use the ‘Worrying About Money?’ leaflet well and with confidence

Calderdale Council is launching its third year of the Healthy Holidays Calderdale programme.
We are looking for groups who can create fun, active and creative school holiday schemes for children eligible for free school meals.
We’re also looking for organisations who think they could provide a venue to host holiday schemes. We can match providers to host venues and there are funds available to cover cleaning, locking/unlocking services and energy costs.
Community Foundation for Calderdale (CFFC) will be supporting the Council with the delivery of the programme which launches on Monday 14th November.

VCSE Sector Financial Sustainability Survey – 3 month follow-up survey
In August 2022, the VSI Alliance gathered initial feedback and insight on the financial sustainability of the voluntary, community and social enterprise (VCSE) Sector in Calderdale. The information was then presented at the Calderdale Collaborative Community Partnership Board (3CPB), part of Calderdale Cares.
Thank you to all who participated in the first survey. We have now launched a 3 month follow-up survey including questions on the impact of the cost of living crisis and staffing and recruitment in the VCSE Sector.
The survey should take no longer than 10 minutes and we’d really appreciate your input to help contribute to as big a picture as possible about the current financial situation for our sector.

Third Sector Conference – Safety of Women and Girls Strategy Launch
The Mayor for West Yorkshire, Tracy Brabin and Deputy Mayor for Policing and Crime, Alison Lowe OBE, would like to invite you to attend their second annual Third Sector Conference which will celebrate the work of the sector and how it has worked in partnership over the last 12 months. The topic for this year’s conference is the Safety of Women and Girls and the impact of the cost of living crisis on those we support which is recognised as a key challenge in our efforts to keep West Yorkshire Safe. Just. Inclusive.
The vision for our work is to come together with partners including the police, local authorities, health, education, VCSE partners and our communities. The event will give delegates the opportunity to discuss the latest issues, developments and actions in light of the challenges.
Attendees will hear from a number of colleagues, including the Mayor, Deputy Mayor, West Yorkshire Police, VCSE Partners and those with lived experience.
The conference will take place in person at Brighouse Sports Club, Russell Way, Brighouse, HD6 4LX on Wednesday 23 November, 09:30 – 15:00.

Launch of the strategy
The Mayor will be launching her safety of women and girls’ strategy at this conference. Our aim is to deliver a strategy that can drive forward the Mayor’s Pledge to put women and girls at the heart of policing in West Yorkshire and bring about long-term societal change to end violence against women and girls. The strategy was co-designed with partners and stakeholders across West Yorkshire. We listened, consulted, and identified good practice, and gaps across the region.

Climate change poses a serious threat to our way of life. We can see the impact outside our window. Extreme temperatures ignite wildfires on our moors and flooding is on the rise. We must act now if we want to protect the place we call home. Our draft Climate Action Plan sets out what we must do to tackle climate change and meet our net zero target by 2038. It affects everyone living and working in Calderdale so we want to hear from as many people as possible about our draft.
Calderdale council have released the draft Climate Action Plan and want to hear from as many people across the borough as possible. It will affect everyone living and working in Calderdale. Over the past 12 months we’ve made great progress in Calderdale, hitting a historic target for reduction of CO2 emissions and we’ve declared a bold and ambitious target of net zero emissions by 2038.
The draft Climate Action Plan sets out what we must do to meet our net zero target by 2038. This three-year plan covers six key themes:
- Use our shared voice for climate action.
- Support community climate action.
- Create warm and resilient buildings.
- Grow a Green Economy.
- Transform transport and getting around.
- Work with land and nature to protect us in the long term.

In a ground-breaking national collaboration, 56 local authorities have worked together to share ideas and jointly fund the creation of Childhood, a short film to raise awareness of the need for foster carers to provide nurturing, positive homes for and young people.

Join us for a WOW Think In and have your say on what you think should be part of a WOW – Women of the World Festivals in West Yorkshire.
The Think Ins are FREE informal sessions where you can have your say in what you would like to see represented at a WOW Festival in West Yorkshire. It’s an opportunity for your ideas around gender equality to be heard and developed into the festival programme and a way for you to share your opinions on the most relevant topics for women, girls, non-binary and gender non-confirming people.
There are four separate WOW Think In sessions across December 2022. WOW They are open to all ages and all genders. You don’t need to prepare anything, and there’s no pressure to talk if you’d rather just listen!
Each session will start with an introduction about what we hope our Leeds WOW Festival will achieve, followed by planning, discussion and debate – and tea and biscuits of course.
Cost of Living
Supporting our communities through the cost of living crisis
Support for Calderdale residents, businesses and voluntary organisations, to help them through the cost of living crisis, will be discussed at the Council’s Cabinet meeting in November.
This will follow national Talk Money Week (7 – 11 November), which the Council is backing to encourage people to open up about their finances to help them feel more confident and resilient, and less worried.
Across the country, high inflation is continuing to drive up the cost of living for everyone. The impact of this on people who live, work, run businesses or have charities in Calderdale will be outlined at the Cabinet meeting, along with the wide range of support available. Read more…
The West Yorkshire Combined Authority is working with councils to identify further ways to support voluntary organisations. This could result in around £300,000 being allocated to Calderdale to fund debt and money advice, employment support and warm spaces. Automatic Winter Fuel Payment
If you’re entitled to a Winter Fuel Payment for 2022 to 2023, you will get an extra £300 for your household
If you’re eligible, you’ll be paid automatically in the same way you usually get your benefit or tax credits. This includes if you’re found to be eligible for a Cost of Living Payment or a Disability Cost of Living Payment at a later date.
You could get up to 3 different types of payment depending on your circumstances on a particular date or during a particular period:
- a Cost of Living Payment, if you get a qualifying low income benefit or tax credits
- a Disability Cost of Living Payment, if you get a qualifying disability benefit
- a Pensioner Cost of Living Payment, if you’re entitled to a Winter Fuel Payment for winter 2022 to 2023
These payments are not taxable and will not affect the benefits or tax credits you get.

Power Calderdale and Winter Redress Schemes- partner referrals
Community Foundation for Calderdale have partnered with Calderdale Council to fund Newground Together to support those experiencing Fuel Poverty this winter via the Power Calderdale & Winter Redress scheme.
Referrals must come from partner organisations. We invite you to join the partnership by registering your organisation with us using this form.
You can submit an application for people you are supporting who are currently experiencing fuel poverty. Newground Together are administering the fund which can provide support to those in need. Unlike previous schemes they can support people no matter their payment method or meter type as they are working in partnership with Energy Caseworkers at Citizens Advice to provide support for all.
If you have previously referred to the Winter Redress scheme, households can benefit from both that scheme and this scheme, however not within a two-month period. For example, if someone gets the vouchers on the 12th January; they would be eligible for Winter Redress on the 12th March.
The referral process is exactly the same for both schemes, Newground Together ensures the maximum benefit for those that need it in Calderdale.

New website aims to recruit more adult care workers
Locally and nationally, care homes, home care and supported living providers are struggling with staff shortages and this is putting a massive strain on their services. Next week, we are launching a new recruitment website which aims to increase the quality and quantity of applications and match adult social care workers with their perfect role so they can support vulnerable people in Calderdale and make a real difference to their lives.
Calderdale Cares Careers will promote the variety of jobs and training available to those contemplating care work as a career and serve as a dedicated platform for Calderdale providers to post their vacancies. There will be a marketing campaign to support the launch, which will include targeted social media, billboards and bus shelters.

Voucher scheme to help with energy bills
WYCA is launching a £1 million fund which will help businesses towards their energy bills.
There is a registration form on the link below to find out more info once it’s launched. By completing this form, businesses are not applying for the programme – just registering to be notified when the programme is launched. It is for capital projects across West Yorkshire and across all sectors (B2B and B2C). The company has to be the energy payer and must have a business premise so it can’t be a business working from home or where the energy bills are paid by a landlord. For SMEs 50 employees or less
50/50 match funding so a minimum of £500 (£1000 project total) to max £5,000 (£10,000 project total). It can be part of a larger project.
The scheme will go live around mid-November so in the meantime, please ask businesses to register for more info on the website.
